The message is delivered as an SMS containing a web link. On supported phones and messaging apps, a link at the beginning or end of the message may display a preview. The recipient can open the link to view the full page.
Preview appearance depends on the device and messaging app. An internet connection is needed to open the linked page; the image is not an attachment to the SMS.
